Collective Agreement

Forschungszentrum Jülich implements the Collective Agreement for the Public Service (TVöD) as amended. This agreement is currently valid for 28 months – until 31 December 2022 – and can be terminated by the contracting parties at any time. Should the agreement be terminated, any new collective agreement negotiated between the contracting parties and the regulations imposed therein must be implemented accordingly and published following the completion of the negotiations.

Supplementary pensions with VBL

The Versorgungsanstalt des Bundes und der Länder (VBL) is a supplementary pension provider of the federal and state governments for employees in the public service. VBL is the largest pension fund in Germany, providing occupational pensions to over 4 million employees in the public service.

The collective agreement on the occupational pensions of employees in the public service outlines that all employees with an employment contract pursuant to the Collective Agreement for the Public Service (TVöD) are subject to compulsory insurance within VBL’s supplementary pension scheme (VBLklassik). This compulsory insurance is essentially the occupational pension of the public service. VBL pensions are financed through contributions from the employer and employee. The employer’s contribution helps safeguard the pension of the employee, with the latter having to pay tax on this contribution on a pro rata basis.

Scientific employees are sometimes employed for only a limited period of time. Such employees have the option of applying for an exemption from the compulsory insurance under the VBLklassik pension scheme. They also have the option to register for VBL’s optional supplementary pension scheme (VBLextra).
