Why is the Central Library publishing an Open Access Barometer?

According to Forschungszentrum Jülich’s Open Access Strategy, the Central Library (ZB) has the task of supporting the transformation from subscription journals to open access and to control expenditures for subscription journals in such a manner that sufficient funds are available for gold open access publication fees (article processing charges, APCs).

ZB documents its course of action through the Open Access Barometer. The total expenditure, number of Jülich publications, average expenditure per corresponding author publication for each publisher, and the distribution of types of cost are documented for the 12 most important publishers (according to turnover and number of publications). In a time series since 2016, the relative development of types of cost is also shown.
