The internationalization strategy – conducting research for a changing society

Science and research are international. Consequently, maintaining and enhancing national and international relationships and partnerships is of great importance and an integral part of our Internationalization@Jülich strategy. The goal is to further expand international partnerships by strengthening those that already exist while also raising Jülich’s profile globally.

With this in mind, we strive to establish a vibrant culture of internationality to promote harmonious interaction between different cultures. Two key pillars of such interaction are intercultural dialogue and effective knowledge management.

When it comes to its internationalization measures, Jülich takes its cues from the German Federal Ministry of Education and Research (BMBF) and the Helmholtz Association of German Research Centres (HGF), among others. These two institutions consider internationalization a core point for retaining an edge over global competitors within education, science, and innovation systems. These strategies serve as guiding principles and provide the framework for the objectives of Jülich’s internationalization strategy.

The internationalization measures are divided into four main areas of activity, aiming to establish new partnerships and expand existing collaborations, recruit excellent international scientists, and position Jülich as an attractive cooperation partner and international location of science and research.

One of the four main areas of activity is the promotion of a thriving international campus at Forschungszentrum Jülich, a key element of which involves providing research security within international collaborations. This is not only about avoiding dual use and strengthening the technological sovereignty of German and Europe; it also involves developing professional expertise and building a robust network. Particular emphasis is placed on cooperation and networking with institutions and universities in European countries.

Research security in international collaborations

Scientific research and work is conducted in an international environment. This is due not least to the fact that today’s major societal challenges can only be tackled in cooperation with researchers from other countries.

However, the increasingly complex situation and dynamic changes in certain countries mean that working with international partners brings with it a number of challenges. Accordingly, there has been a growing awareness of the potential risks that could arise in international research cooperation. One area of risk is dual use, where research findings or new technologies could potentially be used for military, rather than civilian, purposes.
